I haven't been in a situation like this but I would just say send as much as you are comfortable with that won't bankrupt you. If they get mad at you for not giving "enough" then explain why you're giving what you are.

We're out in one of the arms of the galaxy where stars are much more spread out than at the center. But the center of the galaxy has a lot of dangers to life as we know it at least. However, if your empire was closer to the galactic center, there would definitely be more stars closer together.
