We're gonna need a bigger boat.

Here are mine:

Demona (Gargoyles)

Admiral Zhao (Avatar the Last Airbender)

Megatron (Beast Wars)

Father (FMA Brotherhood)

Xanatos (Gargoyles)

While Xanatos isn't a straight up villain, I put him on here because of how great his character development is. Megatron and Xhao aren't as fleshed out as some of the characters on this list, but they're so cunning and evil it's hard not to appreciate them. Demona is a tragic villain with one heck of a backstory

Out of that list I would have to say Father. Only other villian I heard of in the list is admiral zhao and I don’t remeber his goal so he must of not been that good of a bullioan lol

He was an Admiral in the Fire Nation Army. He wasn't too developed, but he was killed off at the end of season 1. Zuko was the antagonist who was given a lot of development

Zuko is really the best villain from Avatar in terms of character development. Azula is also great.

Demona is pretty good, save for that last season...

I think Mark Hamill's Joker in Batman: The Animated Series is hands-down one of the best animated villains for sure. Cliche, I know. But it's true. Putting him aside, another great Batman villain in TAS is Two-Face.

I loved Viggo Grimborn in How to Train Your Dragon: Race To The Edge, up to season 4. He had a character assassination between seasons 5-6. He was by far the most intimidating, calculating, and successful get-under-your-skin animated villain. He manipulates people and plans to get what he wants, and he's always two steps ahead in anything he does. Even when he's vulnerable you can't help but think it's a PLOY to some sort of gain, to let your guard down and strike.

The best villains put up a good challenge for the heroes, and Viggo, even moreso than Azula, was the biggest challenge I can imagine.
