In the meantime, granting American Samoa, and other territories whose inhabitants are recognized as American Nationals by birth but not as American Citizens, as Organized Incorporated Territories, would make them natural-born American Citizens, plus bring them into the full prot

I personally would like to see PR piss or get off the pot one way or the other. I favour statehood myself, but we'd really need to think carefully about star arrangement on the flag!

I don't think we can just unilaterally recognise "not-yet-in-the-union" States. But there is this: Puerto Rico Statehood Admission Act of 2019 so the issue isn't dead. And of course, the referrenda have trended towards statehood, so it'll happen eventually.
